A Buyer's Guide to 32963
The checks that matter when buying on Vero Beach's barrier island, from jurisdiction and building height to flood exposure, insurance and association rules.
Every island address uses ZIP code 32963, but the ZIP does not determine zoning, flood risk or association rules. Those details belong to the specific address, municipality, building and community.
Use this guide to frame due diligence, then confirm each item in writing with the appropriate local authority, association, insurer and licensed professional.

What 32963 Tells You
ZIP code 32963 is a reliable shorthand for the Vero Beach barrier island. It runs roughly 22 miles north to south, from the Sebastian Inlet area through the City of Vero Beach and south toward the county line.
It is not a zoning district. Properties within 32963 fall under different local governments, and community covenants can add another layer of rules. Start every property review by identifying both the jurisdiction and any homeowners or condominium association.
The 35-foot Height Limit
Building height is capped at 35 feet across most of the island. In the City of Vero Beach, the 35-foot limit entered the zoning code in 1973 and the City Charter in 1989, so increasing it requires a public referendum.
Indian River Shores generally limits single-family areas to 35 feet, while some multi-family zones allow up to 40 feet or three stories. A small number of older condominium buildings predate current rules and stand taller. Unincorporated county land and the Town of Orchid follow their own codes, so verify the rule for the parcel before planning an addition or replacement home.
Flood Zones, Elevation and Insurance
Flood-zone designation and elevation can change over short distances. A home's flood zone does not by itself predict whether it has flooded, but it can affect lender requirements, policy pricing and renovation decisions. Review the current flood map, elevation certificate when available, drainage history and any prior claims disclosed for the property.
There is no single island-wide hurricane insurance cost. Standard homeowners, windstorm and flood coverage may be separate line items. Obtain quotes for the exact address during due diligence and request a current wind-mitigation inspection. Roof shape and age, opening protection, construction year, elevation and replacement cost can materially affect the result.
The barrier island is in the first hurricane evacuation zone. That fact should inform shutter protection, generator planning, vehicle storage and an evacuation plan, even when it does not affect daily life.
HOA, Condominium and Club Rules
Association rules are property-specific. Before the end of the review period, read the declaration, bylaws, current budget, reserves, recent meeting minutes, insurance summary and application requirements. Confirm restrictions on rentals, pets, exterior changes, landscaping, vehicles, boats and construction schedules.
Ask about current dues and assessments as well as projects the board is discussing but has not yet approved. Condominium buyers should pay particular attention to structural reporting, reserve funding and master insurance. In a club community, request the current membership schedule separately from the HOA documents.
Buyer Due-diligence Checklist
- 01
Confirm the Exact Jurisdiction
A 32963 address may sit in the City of Vero Beach, the Town of Indian River Shores, the Town of Orchid or unincorporated Indian River County. Zoning and permitting rules follow the jurisdiction, not the ZIP code.
- 02
Check Flood Zone and Elevation
Review the current flood-zone designation, an available elevation certificate and the property's drainage history. Conditions and insurance requirements can vary from one block to the next.
- 03
Price Insurance Before the Offer
Request address-specific quotes for homeowners, windstorm and flood coverage. Construction year, roof age, replacement cost, elevation and wind-mitigation features all affect pricing.
- 04
Read Every Association Document
Confirm rental limits, pet rules, architectural-review standards, vehicle and boat restrictions, current dues, reserves, pending assessments and application or approval requirements.
- 05
Separate HOA and Club Obligations
An HOA fee is not the same as a club membership. John's Island, Windsor, Orchid Island and Sea Oaks require club membership with ownership; elsewhere membership may be optional or unavailable.
- 06
Review Condominium Records
For a condominium, examine reserves, milestone and structural reports, insurance, recent meeting minutes and any pending or anticipated special assessments.
